My telegram No. 328.
ค
His Majesty's Government's communication to Powers outlining British policy in China and memorandum of May 28th to United States Ambassador in London were
published yesterday and have received much attention. Associated Press publish a comuniqué from Washington
saying that communication strikes a responsive chord
in official circles hore in so far at least as it
represents British concurrence in American belief that
China should be granted with little delay additional Customs revenues contemplated by Washington Conference of
1921-2*.
Associated Press states that British note has not
been closely examined yet at State Department but that
American view point on Customs and extraterritoriality
may be exposted at an early date.
Secretary of State is examining recommendations of
Mr. Strawn, American Special Commissioner in Peking Extraterritoriality Conference, who recommended progres- sive relinquishment of extraterritorial rights in China
and immediate correction of certain abuses by foreigners.
